"nor homosexual offenders" is the correct phrasing, which directly means people who have had homosexual relations with other men; ie, Sex.
All the phrases you quoted above do state that engaging in homosexual sex may be a sin, but the state of BEING homosexual (and not doing the act with another man) is NOT. Read your own passages, jeez.
